Purpose: Defines the roles and responsibilities of all levels of government, private industry and non-governmental organizations in protecting the nation`s critical infrastructure and key resources (see list below) from direct terrorist attack and natural, manmade or technological hazards. This protection extends to preventing terrorists from using infrastructure components (such as chemical plants or nuclear waste) as weapons of mass destruction.
