An offeror successfully protested the award of a contract to an entity that did not properly indicate, as required by the solicitation, that it was an approved source for the project work.

In September 2017, the Defense Logistics Agency (DLA) issued a request for proposals (RFP) for stability damper assemblies for use on the UH-1 helicopter. The RFP identified these damper assemblies as a source control item---that is, an item manufactured in accordance with specific requirements---and required that the assemblies be procured from a source identified as approved in the solicitation. To be considered one of these approved sources, offerors had to demonstrate that it or its product met the “standards prescribed for qualification prior to award of the contract.” Federal Acquisition Regulation (F.A.R.) 52.209-1<[..]
